Procedure

1. Use spoon to get the oil in one contained spot
2. Use some of cotton balls to contain the oil
3. Use the cotton balls to skim the oil off the surface 
4. Add the dish soap to contain more of the oil
5. Contain more of the oil with a stretched out cotton ball  
6. Use the spoon and the cotton balls to absorb the rest of the oil
